Soft drink manufacturers wanted to list sugar as a possible ingredient when, in fact, major manufacturers have been using high-fructose corn syrup as the primary sweetener since the mid-1980s. FDA said it has not taken action against use of “and/or” labels until now because the rule making was pending.

The Food and Drug Administration has rejected a request by the soft drink industry that it be allowed to continue to use an “and/or” label when it comes to listing sweeteners on labels.
